Tinaw Business S.C. invites international bids for electric buses

Tinaw Business S.C., backed by financing from a German development initiative, has issued an international call for bids to procure 10 electric express buses. This procurement aims to support job creation and improve public transportation in Ethiopia.

Tinaw Business S.C. has issued an invitation for international competitive bids (ICB) numbered ICB/TBSC-001/2025, dated November 5, 2025. The company, which received financing from the Facility Investing for Employment (IFE)—an initiative by KfW Development Bank on behalf of Germany's Federal Ministry for Economic Cooperation and Development (BMZ)—is procuring these buses as part of a special program for training and job creation.

The bids are for 10 units of electric express buses (61 seats) and will follow the International Competitive Bidding procedure with qualification, in line with the “Procurement Procedures for Recipients” from IFE and/or KfW’s Procurement Guidelines (“KfW Guidelines”). Eligible bidders can obtain the bidding documents by submitting a written application and paying a non-refundable fee of ETB 2,000 (Two thousand Birr) or USD 20.00 for an electronic file version. Documents obtained from the purchaser are not transferable.

Sealed bids must be delivered to the address specified in clause ITB 22.1 of the bidding document by December 15, 2025, at 10:00 AM; late bids will be rejected. In addition to hard copies, bidders must submit a soft copy of their offer on CD or flash drive in password-protected PDF format. Bids will be opened in a public session in the presence of bidders' representatives, and all bids must include a bid security.
