New York City Mayor Zohran K. Mamdani announced Monday that five municipal grocery stores are planned across the five boroughs, with a “core basket” of essential items priced about 30% below typical retail costs. City officials said the first store is expected to open in the Bronx toward the end of 2027, with a second site planned at La Marqueta in East Harlem by the end of 2029.
At a news conference in Brooklyn, Mamdani said the 30% discount would apply to a defined set of everyday groceries, including all fresh produce, meat and seafood, plus roughly 20 additional categories spanning pantry staples, dairy and refrigerated goods.
Under the plan, the city would set discounted prices once a month and keep them fixed for the full month, an approach the administration says is intended to provide predictability for shoppers.
City officials said the stores would not sell certain high-profit items—such as cigarettes, lottery tickets or prepared hot foods—arguing the goal is to improve affordability without directly undercutting local bodegas.
The first municipal grocery store is expected to open by the end of 2027 at The Peninsula development in Hunts Point in the Bronx, a redevelopment site that includes the former Spofford Juvenile Detention Center. A second location is planned for La Marqueta in East Harlem, with the administration projecting an opening by the end of 2029. Officials said three additional sites—one in each of the remaining boroughs—have yet to be finalized.
The city’s model relies on public financing for space and buildout, while private operators would handle day-to-day operations. As the administration described it, the stores are not designed to generate profits, and the city intends to use reduced overhead—such as rent and property-tax costs—to help support the discounted pricing.
City Hall projected the discounts could reduce an average grocery bill by about 15%, saving roughly $90 a month, or about $1,000 a year.
The plan has also drawn criticism from opponents who argue government-run retail could face operational challenges. The Daily Wire, a conservative outlet, framed the proposal as an example of “socialism” and compared it to state-run systems that have struggled in some countries, though such comparisons are political arguments rather than directly verifiable claims about how the New York program will perform.
