The Cali Mayor's Office appointed Carmen Elena Domínguez Murillo as director of the Special Administrative Unit for Animal Protection (Uaepa), the entity in charge of leading public policies on animal protection and welfare in the Special District. Mayor Alejandro Eder formalized this decision as part of an institutional strengthening plan for the current government period.
Domínguez is a veterinarian with a specialization in internal medicine. She has more than ten years of experience in clinical care for small animals and in managing veterinary clinics. Her profile combines medical expertise with skills in team coordination, resource management, and operating processes in complex environments.
From 2013 to 2016, she directed clinical and surgical services while driving technological modernization and infrastructure improvements in veterinary centers. During that time, she also implemented strategies to enhance human talent management, a crucial element for the Uaepa's progress.
From 2016 to 2025, she held leadership positions in operational areas, focusing on efficient use of economic resources, personnel selection, inventory administration, and collaboration with suppliers. These skills are vital for addressing the unit's current challenges, such as responding to animal abuse cases, adoption campaigns, and shelter management.
The Uaepa serves as a link between citizens, social organizations, and district institutions to ensure animal rights and welfare. Under the new leadership, efforts will continue on programs like veterinary care days, educational strategies, and anti-abuse measures, while strengthening ties with support networks and foundations.
