Durigan opens dialogue with GDF on BRB situation

Finance Minister Dario Durigan said he is willing to dialogue with the Federal District Government about Banco de Brasília, which is involved in buying bad credits from Banco Master.

Durigan explained that the federal government was not approached by the GDF until the inauguration of new governor Celina Leão. He mentioned calling the governor to discuss ICMS reduction on fuels, at which time she requested a meeting on the BRB.

The Federal District lacks Payment Capacity to contract loans with National Treasury guarantee, blocking negotiations with other banks. Treasury Secretary Daniel Leal indicated that only Capag A and B allow credit with Union guarantee, requiring a normative change.

Durigan said he is not closed to dialogue and seeks a solution beneficial to the country. The GDF sent a request for analysis, but new documents were requested.

The Legislative Assembly of the Federal District approved, by 14 votes to 10 in two rounds, the bill authorizing the DF Government to capitalize the Bank of Brasília (BRB) with nine public properties and loans of up to R$ 6.6 billion. The measure aims to cover losses related to operations with Banco Master. The text now goes to Governor Ibaneis Rocha for sanction.

Federal District Governor Celina Leão (PP) sent an official request on Tuesday (April 28) to the National Treasury seeking Union guarantee for a R$6.6 billion loan to BRB, a bank in crisis due to operations with Banco Master. The move aims to restore the institution's solvency and liquidity, controlled by the DF government.

The Federal District government ended 2025 with a R$1 billion shortfall in its cash reserves, complicating financial support for the Banco de Brasília (BRB). The state-owned bank faces losses from suspected fraudulent operations with Banco Master, under federal police investigation. Experts say Union assistance will likely be unavoidable to resolve the crisis.

Banco Master, owned by Daniel Vorcaro, transferred R$ 27.2 million to the Metrópoles portal, owned by Luiz Estevão, from 2024 to 2025 during talks to sell to BRB. Coaf reports flag possible irregularities in the payments, with rapid transfers to companies linked to the former senator. Estevão claims the amounts were for football sponsorships and advertising campaigns.

Federal Police arrested Paulo Henrique Costa, former Banco de Brasília (BRB) president, on Thursday (16) over a bribery scheme tied to Banco Master. This follows earlier investigation revelations, including a note suggesting Costa's efforts to save the bank through credit portfolio purchases amid potential R$5 billion losses for BRB. Costa allegedly received six properties worth R$146.5 million from Daniel Vorcaro to conceal irregularities. The arrest, authorized by STF's André Mendonça, led to transfer to Papuda prison.
