Metered users pay based on the previous fiscal year's average; any overpayments credit to the next year. To get the Universal Payment Form (FUP), visit the Contributor Services Portal, choose the municipality or operator, enter the account ID, pass reCAPTCHA, and generate it. Payments occur at over 3,000 Authorized Payment Centers (CAP) or via electronic banking on the government portal.
