Junaeb reports irregularities exceeding 14 billion pesos in school feeding contracts

The current Junaeb administration filed a complaint with the Public Ministry over alleged fraud in school feeding program tenders in the O’Higgins Region, involving payments exceeding 14 billion pesos.

On Tuesday the National Board of School Aid and Scholarships reported nine people and three companies to the prosecutor’s office over irregularities in PAE tender 18-20. Prosecutor Constanza Encina will review the files, which include contracts with company Soser and modifications that enabled payments for unrendered services between 2021 and 2023.

The submitted documents detail that Junaeb paid Soser more than 14.363 billion pesos for projected but undelivered snack rations. The audit highlights flaws in the tender bases prepared by Inventia Consultores and contractual adjustments approved without Contraloría oversight.

Former director Camila Rubio described the accusations as “injuriosa” and “irresponsable”. She noted the process had already been investigated previously and said she is evaluating legal actions with her lawyers.

Chile's Finance Minister Jorge Quiroz clarified on Friday that there will be no cuts to school feeding programs or scholarships, following controversy over a memo suggesting the discontinuation of 15 Ministry of Education programs for the 2027 budget. The document, dated April 21, is part of the initial budget formulation process and does not represent a final decision, according to the minister. Opposition figures and right-wing voices criticized the suggestion, particularly regarding the School Feeding Program.

Fernando Peña, national director of the National Board of School Aid and Scholarships (Junaeb), ruled out on Monday any cuts to the continuity of the School Feeding Program (PAE). The statement follows a memo from the Ministry of Finance suggesting a review of 15 initiatives from the Ministry of Education, including PAE, for the 2027 Budget. Peña met with representatives from 12 federations of food handlers to address the issue.

President José Antonio Kast sharply criticized the previous government's education management at an RN council, accusing failures in school food delivery. Former Education Minister Nicolás Cataldo dismissed the claims, noting the program serves over 2.5 million students daily through bidding processes. Cataldo linked the controversy to the current government's budget decisions.

Prosecutors have scheduled the formalization of Alberto Larraín and María Constanza Gómez, executives of Fundación ProCultura, for six misappropriation offenses on May 25 in Antofagasta convenios with the regional government and housing ministry. Fiscal Cristián Aguilar filed the request on April 10, led by regional prosecutor Juan Castro Bekios. The probe examines irregularities involving over 500 million pesos in funds.
