Contraloría opens fiscal probe over Huila fire trucks

Colombia’s Contraloría General de la República has opened a fiscal responsibility process worth 3.64 billion pesos over the purchase of six fire trucks in Huila. The decision, notified on May 28 2026, links former governor Luis Enrique Dussán López and other officials.

The October 2025 delivery of the vehicles did not close the investigation. According to Auto 0925 of 2026, the trucks were registered as single-axle tractor-trucks instead of the double-axle rigid trucks required under the contract financed mainly by the Sistema General de Regalías.

Delegated comptroller Carlos Andrés Mendoza González ordered the linking of contractor John Farid Méndez Lugo, supervisor José Luis Rojas Yoque and insurers Berkley Colombia Seguros and La Previsora. The case also includes Andrés Mauricio Muñoz and Edgar Martín Lara.

An independent mechanical expert report was ordered on May 25 2026 to check whether the modifications meet technical conditions. The Contraloría maintains that the contract, covered by Decree 357 of 2023, altered the original contractual object.
