Senate reviews NTSA regulations on school transport and inspections

The Senate Committee on Transport examined new NTSA rules on May 29, with private schools raising concerns over potential fee increases for parents.

The National Transport and Safety Authority presented four new legal notices to the committee. These cover school transport, drink-driving, motor vehicle inspection and commercial vehicle operations.

Kenya Private Schools Association CEO Rose Eteye told senators that the Traffic School Transport and Traffic Motor Vehicle Inspection Rules 2026 would place a heavy logistical and financial burden on schools. She said inspection fees should be reviewed or subsidised to prevent higher transport charges for families.

Committee chair Sen. Mwenda Gataya heard calls for decentralised inspection centres and a phased rollout. Cabinet Secretary Davis Chirchir urged approval of the rules to improve road safety, while senators noted gaps in public participation and transition periods.

The Kenya Motorists Association also called for adequate transition periods before enforcement begins.
