V-16 signal promoter defends device amid criticisms

Starting January 1, 2025, Spain mandates the V-16 beacon in vehicles to safely signal breakdowns or accidents. Jorge Costas, one of its promoters and a former Civil Guard, dismisses rumors of personal enrichment and emphasizes its role in preventing deadly run-overs. The geolocated device, connected to the DGT, stems from an idea over 20 years old inspired by road tragedies.

The V-16 signal, a yellow intermittent light placed on the vehicle roof, becomes mandatory on January 1, 2025, for Spain's 32 million cars, excluding motorcycles and special vehicles. Developed by two Galician Civil Guards, including Jorge Costas (Vigo, 43), the idea emerged over two decades ago to prevent drivers from exiting in adverse conditions like rain or cold.

The final push came after a friend's accident that cost her both legs while placing emergency triangles. "Each year, around 100 people die run over on Spanish roads, many while placing triangles. It's the only road fatality aspect not decreasing in years," states Costas, now on leave.

Backed by victims' groups like AVATA in León and car brands offering it as a promotion, initial prototypes were basic lights. In 2018, after the government change, the DGT added mobile connectivity for geolocation, approved on March 16, 2021. Now, 270 models are homologated, with a 12-year battery and activation only via a red button, avoiding constant data transmission to protect privacy and work without coverage.

Costas denies enrichment: each unit costs over 20 euros in components like SIM and GPS. He criticizes the DGT's poor communication of benefits, such as alerts on panels and navigators. "It's hard to hear testimonies from victims who suffered amputations placing triangles," he concludes, urging focus on lives saved over favoritism suspicions.

Following earlier DGT warnings of snowfalls, 11 roads are now closed due to snow and ice storms affecting 41 routes across Andalucía, Asturias, Castilla y León, and Navarra on December 25. Aemet alerts cover six communities for snow, low temperatures, rough seas, and rain, as 8.5 million trips occur in the ongoing special traffic operation.

Starting January 1, 2026, emergency triangles are fully replaced by the connected V16 beacon under a reform to the General Traffic Regulations promoted by the Directorate General of Traffic (DGT). This luminous device must be placed on the roof of the immobilized vehicle and automatically sends its location to the DGT 3.0 platform to alert other drivers and emergency services in real time.

Spain's DGT has revoked certification for four connected V-16 beacon models just before they become mandatory on January 1, 2026, banning sales but allowing existing owners to use them until the end of their service life. The move, due to expired certificates rather than safety issues, adds to the challenges in the device's rollout amid prior debates over its benefits.

The Federation of Public Transport Sector (FPTS) is urging the National Transport and Safety Authority (NTSA) to implement the National Road Safety Action Plan 2024-2028, which requires mandatory periodic retraining and retesting of public service vehicle (PSV) drivers. The demand comes after a tragic incident involving a Super Metro vehicle that led to the death of a passenger ejected from the moving bus. FPTS highlights the need for technology to improve accountability and safety.

Columnist Leonardo Medina Patiño argues that the Colombian state relies on the private sector for road development but criticizes the lack of reinvestment in maintaining concessioned highways. He points to issues like long lines at tolls, minimum charges of 13,000 pesos, and shortcomings in lighting and markings that compromise safety. He urges greater oversight and for legislators to tackle these shortcomings.
