Egypt’s Ministry of Local Development has agreed with the Central Agency for Organisation and Administration to establish the first organisational structure for rural local units. The agreement seeks to preserve the achievements of the presidential “Haya Karima” initiative. Minister Manal Awad announced this during a meeting on Monday.
In a move to boost administrative efficiency at the local level, Egypt’s Ministry of Local Development announced an agreement with the Central Agency for Organisation and Administration (CAOA) to create an organised entity at the village level. Minister Manal Awad, who is also acting Minister of Environment, made the announcement during a Monday meeting at the ministry’s headquarters in the New Administrative Capital with CAOA Chairperson Hatem Nabil.
Awad stated that the agreement would help sustain the achievements of the “Haya Karima” (Decent Life) presidential initiative, with the ministry providing technical support to governorates based on scientific and applied foundations while upholding high quality standards. The meeting addressed updating organisational structures for the ministry’s general office, as well as those of governorates, centers, cities, and neighborhoods, aiming to clarify roles, integrate specializations, and enhance service delivery to citizens.
Nabil affirmed the agency’s commitment to supporting the ministry and governorates for optimal task performance, by leveraging existing administrative staff in line with laws, regulations, and job descriptions. The parties agreed to continue coordination to finalize proposals for administrative and functional structures of governorates, centers, cities, and neighborhoods. A follow-up meeting is set for later this month to review structures for the Ministry of Environment, the Environmental Affairs Agency, and the Waste Management Regulatory Authority.
Attendees from the ministry included Hisham El-Helbawy, Assistant Minister for National Projects; Ahmed El-Saifi, Permanent Secretary and Assistant Minister for Institutional Development; and Naglaa El-Adly, Supervisor of International Cooperation. CAOA representatives were Heba Gad, Assistant Chairperson for Institutional Development; Eman Abdel Moneim, Head of the Central Administration for Institutional Efficiency; and Mohamed El-Husseini, Assistant to the Chairperson.
