Energy secretary praises Dos Bocas and criticizes 2013 reform in Senate

Mexico's Energy Secretary Luz Elena González praised the Dos Bocas refinery as the country's most productive during her first Senate appearance. She criticized the 2013 energy reform as a failure that indebted Pemex without productive gains. She highlighted advances in state electric generation and clean energy goals.

During her first appearance of the term before the Senate of the Republic, Energy Secretary Luz Elena González praised the Olmeca refinery in Dos Bocas, Tabasco, claiming it is the most productive in the National Refining System (SNR), refining 270,000 barrels of crude daily. 'It is the refinery that produces the most gasoline,' she assured, describing it as a strategic investment that refutes neoliberal prejudices about public inefficiency. However, Pemex data for September show Dos Bocas processed 194,800 barrels daily, ranking second behind the Miguel Hidalgo refinery in Tula, Hidalgo, with 248,300 barrels. Pemex CEO Víctor Rodríguez Padilla reported 230,000 barrels for October, noting a gradual ramp-up toward 320,000 barrels.

The SNR processed a total of 949,800 barrels daily in September, with Dos Bocas contributing 20.5 percent. That month, Dos Bocas produced 192,400 barrels of petroleum products, an 87.4 percent increase from August, including 44 percent Magna and Premium gasolines, and 42 percent eco-diesel.

González also denounced the 2013 energy reform under Enrique Peña Nieto as a 'complete failure' that failed to attract the promised $200 billion in private investments. Of 109 awarded contracts, they contribute only 5 percent of oil production, about 100,000 barrels daily. In 2018, Pemex became the world's most indebted oil company, with debt that generated no productive capacity; over 60 petrochemical plants were dismantled, and fuel production fell 60 percent.

In the electricity sector, state generation share rose from 35 to 54 percent, bolstering the National Electric System. CFE reported profits of 125 billion pesos in the third quarter. González welcomes private investment under state guidance and set a goal of 38 percent clean energy.
