Investigators filed a 104-page supplemental complaint on Monday urging the Office of the Ombudsman to charge former House Speaker Martin Romualdez, ex-lawmaker Zaldy Co and others with plunder over an alleged P56-billion scheme.
The special Ombudsman panel cited new documentary and testimonial evidence, including alleged cash deliveries and corporate transactions, to support the charges of plunder, graft, bribery and money laundering. The complaint builds on an initial filing from last April and alleges the respondents amassed the funds from 2022 to 2025 through diversion of public funds.
Romualdez faces additional direct and indirect bribery charges under the Revised Penal Code and the Anti-Graft and Corrupt Practices Act. Other respondents include aide Jocelyn Sereño, lawyer Jose Raulito Paras, Hermogene Real and several firms and individuals linked to money laundering.
Romualdez spokesperson Elaine Atienza said the former speaker is ready to face the complaint and is confident the evidence will support his position.
