The Senate approved on Tuesday (14) PEC 14/2021, which creates differentiated retirement rules for community health agents and endemic disease combat agents. The text passed in two rounds by 73 votes to 1 and proceeds to promulgation.
The proposal sets a minimum age of 57 for women and 60 for men, subject to 25 years of contribution and effective work in the activity. The text also restores benefits such as full salary and parity, extinct since 2003, and benefits around 377,000 agents.
The government of Luiz Inácio Lula da Silva signaled a possible appeal to the STF if there is no indication of a revenue source to offset the fiscal impact of R$ 30 billion over ten years. Finance Minister Dario Durigan stated that the measure has “high fiscal impact” and that the Executive will evaluate legal actions.
The sole opposing vote came from Senator Hamilton Mourão (Republicanos-RS). The text, already approved by the Chamber in 2025, will be promulgated by Congress President Davi Alcolumbre (União-AP).
