Delhi cm instructs civic bodies to ban repeated road excavations

Delhi Chief Minister has instructed civic authorities to implement a full ban on repeated road excavations in the capital, permitting digging only in emergency situations after a road is built. The decision was taken during a high-level review meeting chaired by the CM on Thursday, attended by officials from the Public Works Department, MCD, DDA, Delhi Jal Board, and Delhi Traffic Police.

The Delhi government has instructed civic authorities in the capital to adopt a framework to implement a full ban on repeated road excavation. Once a road is built, excavation should be permitted only in emergency situations, and departments were directed to ensure a common framework for road construction and utility coordination.

Further, authorities must carry out mandatory detailed mapping of electricity, telecom, gas, and water lines before starting any work. Departments have been instructed to ensure wall-to-wall construction of roads and footpaths, improve structural durability, and resolve pothole complaints within 24 to 48 hours.

For sanitation and dust control, the government has mandated daily removal of dust and debris, regular mechanised and manual cleaning, and compulsory barricading before any road-cutting. Dust-control measures such as water sprinkling, barricading, and covering of debris must be strictly enforced during construction and repair work, with action against violators.

Footpath upkeep and beautification have been prioritised, with directions to keep walkways wide, clean, and obstruction-free, ensure clearly marked crossings and adequate lighting, and maintain central verges and dividers. All redevelopment projects must include greenery, organised street furniture, and clean public spaces as essential components, as per an official statement from the CM’s office.
