Haut-Commissariat reveals 187 billion euros in business aids

The Haut-Commissariat à la Stratégie et au Plan published an evaluation of public supports to businesses at 187 billion euros. The 90-page report seeks to clarify a recurring debate on state aids.

The report was prepared after hearings with parliamentarians, unions, employers and local authorities at the prime minister's request. Clément Beaune, head of the Haut-Commissariat, led the effort to ease discussions.

A year earlier a senatorial report had put the measures at 211 billion euros, prompting criticism over the scale of aids. François Bayrou had warned against mixing up the calculations.

The new document precisely defines what counts as aid and aims to move past heated disagreements. It will feature in upcoming budget talks.
