Severe tropical storm Tino nears Eastern Samar

Severe Tropical Storm Tino (Kalmaegi) intensified over the Philippine Sea with winds of 110 km/h as it approached Eastern Samar. It is expected to become a typhoon by Monday morning and could reach super typhoon status. The storm will bring heavy rain, strong winds, and risks of storm surges to various provinces.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) reported that as of 4 a.m. on Monday, November 3, 2025, the center of Tino was 430 kilometers east of Guiuan, Eastern Samar, moving west southwest at 30 km/h. Its maximum sustained winds increased to 110 km/h from 100 km/h, with gusts up to 135 km/h from 125 km/h. It is expected to strengthen into a typhoon by Monday morning, potentially reaching 150-165 km/h, and possibly super typhoon status with 185 km/h or higher.

Tino could make initial landfall in Eastern Samar, Leyte, or Dinagat Islands by midnight Monday or early Tuesday, November 4. It will then cross the Visayas and northern Palawan before emerging over the West Philippine Sea on Wednesday, November 5. PAGASA's rainfall outlook indicates intense to torrential rain (over 200 mm) in Eastern Samar and Dinagat Islands on Monday, likely causing widespread floods and landslides.

Tropical cyclone wind signals were raised: Gale-force winds (62-88 km/h) in central and southern Eastern Samar, Samar, Leyte, Biliran, Southern Leyte, and others under Signal No. 2, posing minor to moderate threats. Strong winds (39-61 km/h) in areas like Sorsogon, Masbate, and Cebu under Signal No. 1. Signal No. 4 is the highest possible. There is a high risk of life-threatening storm surges in Sorsogon, Masbate, Romblon, and others within 48 hours.

Sea conditions are hazardous, with waves up to 9 meters on eastern seaboards of Eastern Samar, Leyte, and Dinagat Islands. The Department of Social Welfare and Development has prepositioned 558,098 family food packs in warehouses. Classes were suspended in Bohol, Iloilo City, and other areas. Tino is the Philippines' 20th tropical cyclone of 2025 and the first in November.
