The proposal, detailed in the magazine Die Zeit, aims to create a 'protective shield' using drone technology to counter cyber threats.

Spahn stated in a comment: 'Europe must arm itself against hybrid warfare, especially Russian cyberattacks that threaten our infrastructure.' Weber added: 'As the EPP, we demand a unified European strategy that puts innovations like drones in the service of security.' The plan envisions EU member states pooling funds to develop autonomous drone systems capable of both offensive and defensive roles.

The background to the proposal is the ongoing crisis in Ukraine and reports of increasing Russian cyber operations against Western targets. According to sources in Brussels, such attacks have caused billions in damages in recent years. The shield is intended to integrate seamlessly into existing NATO structures without compromising national armies' sovereignty.

Critics within the EU warn of the costs: Estimates suggest an investment need of up to 50 billion euros. Nevertheless, Spahn and Weber receive support from parts of the EPP and CDU, who see the proposal as a necessary step toward European autonomy. The debate is expected to be taken up at the upcoming EU summit.
