The Federal Police sent documents to minister Flávio Dino of the STF stating that the Chamber presidency authorized aide Mariângela Fialek to divert amendments to former deputy Eduardo Cunha.
The documents indicate that dialogues between Cunha and Fialek took place in 2025 during Hugo Motta's tenure as Chamber president. The PF states that Fialek had the presidency's approval to carry out the diversions, amounting to a high degree of promiscuity in the secret budget.
The investigation led to Dino's decision to block R$ 6.15 million from Cunha, related to at least 29 Health Committee amendments. The PF describes Cunha as a private agent interfering in federal resource allocation without institutional authorization.
Cunha's defense denies irregularities and states that he has not held a mandate since 2016 and did not submit the amendments. Fialek's defense maintains that she acted in a technical and nonpartisan manner.
