Furushima emphasized the dog companion's role: "To express the feeling of 'loneliness' as a core concept, I felt the story needed not just one character, but two." A silent animal fits the command-based system, with dogs being intuitive for following orders.

Development involves a "relatively small" internal team at Game Freak handling creative direction, technical problem-solving, production leadership, and project management. It is supported by "several dozen reliable development partners" for specific parts. Publisher Fictions, founded by game developers, is handling release on PS5, Xbox Series X/S, PC, and Game Pass for Xbox and PC.
