Kabelo Kgobisa-Ngcaba has issued a detailed response defending her work on the RICA issue after questions were raised about potential conflicts of interest. She worked at Resolve Communications until shortly before entering Parliament in June 2024. The response addresses concerns raised in a Daily Maverick investigation by Rebecca Davis.
Kgobisa-Ngcaba stated that the facts in the article are largely correct. She confirmed working on RICA matters for clients during her five years at Resolve Communications. She argued that unregistered SIM cards are linked to serious crimes and that shifting responsibility to mobile operators is an effective solution.
She emphasised that MPs often draw on prior expertise to draft parliamentary questions. Kgobisa-Ngcaba noted her background at Lawyers for Human Rights and said using such knowledge is standard practice. She added that she had developed a long-term communications plan on the RICA issue.
On her selection to Parliament, Kgobisa-Ngcaba said she was chosen fifth on the DA’s Western Cape list through a rigorous 11-step process. She highlighted her work as branch chairperson for Ward 115 and her legal and management experience. The response was published on 19 July 2026.
