China shifts cadre appraisal away from pure GDP growth

Beijing has launched a five-month campaign to reform party cadre performance evaluations, shifting from a sole focus on GDP growth to prioritizing social welfare and long-term sustainability.

China shifts cadre appraisal away from pure GDP growth

Ahead of China's annual legislative meetings—a key window into Beijing's top-level policy agenda—leaders have launched a forceful campaign to instill a “correct” understanding of tenure performance among party cadres. This five-month education drive, targeting local officials such as provincial governors and mayors, began on Monday, just a day before cadres returned to work after the Chinese New Year holiday.

A Xinhua article on Wednesday highlighted how Xi Jinping led the party in implementing “correct tenure-performance concepts.” It stated: “A flawed view of political achievements stems from personal or small-group interests, leading to short-sightedness; a desire for quick success and instant wins; deception; and reckless actions, resulting in ‘image projects’ and ‘political achievement projects’ that leave behind burdens and hidden dangers, causing strong public resentment.”

Analysts view the initiative as signaling Chinese leaders' determination to downplay headline growth figures and shift from an “at-all-costs” development model. The campaign prioritizes social welfare and long-term sustainability over economic expansion, with debt, fraud, and vanity projects in its crosshairs. This marks the first in a series examining China's economic recalibration and its implications for local governments, financial investors, and private enterprises.
