Haryana cabinet approves jobs for 1984 anti-Sikh riot victims' families

The Haryana Cabinet has approved compassionate employment for family members of those killed in the 1984 anti-Sikh riots. The decision amends a 2022 policy to provide jobs through the Haryana Kaushal Rozgar Nigam. Chief Minister Nayab Singh Saini announced this initiative earlier in the year.

On Monday, the Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini in Chandigarh, approved an amendment to the Deployment of Contractual Persons Policy, 2022. This change inserts a new clause allowing one eligible family member from each victim's household to be deployed in suitable jobs under Level I, II, or III categories, based on their educational qualifications and criteria set by the Haryana Kaushal Rozgar Nigam (HKRN). If positions in a department are filled, the HKRN will place the individual in another department or its own establishment.

The measure follows an announcement by Mr. Saini in the Vidhan Sabha in August 2025. An official statement described it as 'a compassionate measure [that] provides a structured mechanism for engagement through HKRN, ensuring fairness, transparency and dignity for families who suffered irreparable loss during the 1984 riots.'

In the same meeting, the cabinet approved the Teachers' Transfer Policy, 2025, replacing the 2023 version. It removes zoning, enabling teachers to select any school directly, while retaining additional allowances for postings in Nuh district, Hathin, and Morni blocks. Mewat cadre teachers remain restricted to their area. School allotments will use a composite score out of 80 points, with age weighted at up to 60 points and up to 20 points for special categories like women, widows, and persons with disabilities.

Additionally, the cabinet endorsed the Haryana Abadi Deh (Vesting, Recording and Resolving of Ownership Rights) Ordinance, 2025, to grant ownership rights in village residential areas via drone surveys and property cards. This will resolve boundary disputes, enable property transfers, and support access to loans. It also amended the Punjab Village Common Lands (Regulation) Haryana Second Amendment Rules, 2025, reserving 5% of leased cultivation land for persons with 60% or more disability.
