UCO details 247,000 euros in commissions in Tubos Reunidos rescue

A UCO report reveals a network's efforts to secure a 112.8 million euros SEPI loan for Tubos Reunidos in 2021, involving 247,459 euros in alleged illegal commissions.

The Central Operative Unit report details how Vicente Fernández, former SEPI president, Leire Díez and Antxon Alonso formed the 'Hirurok' group to influence approval of the loan. According to the document, the three received payments through Mediaciones Martínez and direct transfers.

Andoni Ortuzar, then PNV president, held a January 2025 meeting with Fernández and Tubos Reunidos executives to renegotiate interest and avoid nearly 10 million euros payment to SEPI. The PNV has acknowledged government contacts but denies involvement in parallel activities.

The company, with plants in Amurrio and Trapagarán, holds over 250 million euros in debt and is in bankruptcy proceedings. Judge Santiago Pedraz is investigating the case at the National Court following 2025 arrests.
