The Archaeological Survey of India (ASI) has filed a complaint with Delhi police against Sabhyata Foundation, the 'Monument Mitra' of Purana Qila, for setting up unauthorised commercial stalls inside the monument during the Jahan-e-Khusrau World Sufi Music Festival from March 27 to 29. ASI described the activity as a violation of permission conditions and a threat to the site's sanctity. Police confirmed they are verifying the allegations.
The ASI sent a complaint to Tilak Marg police station on March 27, naming Sabhyata Foundation and listing 20 stalls allegedly set up inside the Purana Qila complex. The letter stated permissions were granted subject to strict compliance with the Ancient Monuments and Archaeological Sites (AMASR) Act, prohibiting commercial activities or branding within the protected premises.
R K Patel, Superintending Archaeologist of ASI's Delhi Circle, told The Indian Express: "It was brought to our notice by staff on the site that sale kiosks were set up... for which permission wasn’t given. We had a word with the organisers but it didn’t help. So, our staff... wrote to the police."
The annual Jahan-e-Khusrau festival is organised by the Rumi Foundation, founded by filmmaker Muzaffar Ali in 2001. This 2026 edition was its first at Purana Qila, with tickets priced from Rs 2,500 to Rs 10,000 on platforms like BookMyShow. Sabhyata Foundation, appointed Monument Mitra under the Adopt a Heritage 2.0 scheme in April 2024, maintains five Delhi landmarks including Purana Qila.
ASI site officials reported an altercation between security guards and event staff when stalls were asked to be moved outside to the moat area. A senior police officer confirmed: "We are verifying all the allegations after going through the contract documents." Sabhyata Foundation did not respond to requests for comment.
