He added that these sanctions represent 'a massive blow to the financing of Russia's war effort, even as for the first time since the start of this conflict, the Russian economy is beginning to suffer much more.' These remarks come amid the war in Ukraine, where international sanctions aim to weaken Moscow's resources.
