Finance Minister announces finalised standard government contracts

Egypt's Finance Minister announced on 29 June that the government has completed standard procurement documents including model contracts, tender documents and technical specifications for mandatory use by all public entities.

Ahmed Kouchouk, Minister of Finance, stated that the new framework gives priority to Egyptian-made industrial products as well as small and medium-sized enterprises. He noted that standardising documents will improve efficiency of public spending, strengthen competition and ensure equal opportunities.

The minister added that unifying legal provisions and contractual terms will improve tender quality, reduce errors and eliminate inconsistencies. He said the documents will ensure transparency, prevent anti-competitive practices, provide clarity for bidders and reduce disputes by defining rights and obligations.

Mohamed Adel, Chairperson of the General Authority for Government Services, said completing the framework marks a significant step forward. He noted that it aligns with international best practices, accelerates procedures and builds institutional capacity across government entities.
