Mbadi anathibitisha utekelezaji kamili wa eGP kuanzia Julai

Waziri wa Hazina John Mbadi amethibitisha kuwa hakuta kuwa na misamaha yoyote kwa mfumo wa ununuzi wa serikali wa kidijitali (eGP) kuanzia mwaka wa kifedha ujao unaoanza Julai. Alisema hii wakati wa mahojiano jioni ya Jumapili, Aprili 12, akisisitiza nia ya serikali kufunga mapungufu ya ununuzi yanayochafua rasilimali za umma. Mfumo wa eGP ulianzishwa ili kuboresha uwazi na kuzuia ufisadi katika matumizi ya serikali.

Mbadi alizungumza katika mahojiano yake, akisema serikali imetoa misamaha midogo mwaka wa kifedha huu lakini itatekeleza mfumo kamili kuanzia Julai. "Kama tunaweza kuwa na mfumo kama eGP uliotekelezwa kikamilifu, tunaweza kufunga mapungufu haya ya ununuzi," alisema Mbadi.

Alionyesha kuwa ununuzi ndio eneo kubwa la kupoteza fedha za umma, hasa kupitia gharama zilizoinuliwa. "Mahali tunapopoteza pesa ni upande wa ununuzi, ambapo badala ya kununua ukumbi kwa Ksh15,000, unaununua kwa Ksh50,000, na ziada inashirikiwa," alieleza.

Mbadi alikubali kuwa kuna nafasi ndogo ya kupunguza matumizi kutokana na shinikizo la mishahara, makubaliano ya wafanyakazi (CBA), na sekta ya usalama. Badala yake, Hazina inazingatia kupitisha matumizi ya maendeleo kwa kurekebisha miradi isiyo na faida ya kibiashara.

Kuhusu bajeti za ziada nyingi mwaka huu, alisema zilitokana na upangaji duni na madai ya mishahara yaliyosimamishwa na mahakama. Aidha, lengo la kukopa ndani limepanuliwa kwa asilimia 52.29 au Sh570 bilioni hadi Juni 30.
