Hong Kong probes civil service delay in baby blunder case

Hong Kong health minister Lo Chung-mau said authorities are reviewing whether civil servants neglected duties in a 15-year delay by the Medical Council in handling a complaint over a newborn left disabled.

On December 22, 2009, newborn Li Yuanjian suffered a seizure at Hong Kong Baptist Hospital in Kowloon Tong. He was later left with cerebral palsy and quadriplegia, unable to care for himself. His mainland Chinese parents filed a complaint in 2010.

On July 5, a Medical Council inquiry panel found paediatrician Dr Sit Sou-chi guilty of professional misconduct and suspended him for nine months. Parents Li Zhijian and Peng Hongying said they accept the ruling for closure but are not satisfied and plan to sue the doctor.

Secretary for Health Lo Chung-mau said on Sunday that delays occurred in different areas. The case was referred to the Civil Service Bureau, which will handle it under established mechanisms for unsatisfactory performance.
