A Hong Kong couple whose baby was placed in court-ordered care will receive up to one hour of supervised visits per week with their son. Tsang Wai-bong and Kwan Pui-sin are scheduled to meet social workers this week to begin the visits. The parents outlined three possible custody outcomes based on assessments by the Social Welfare Department.
The unmarried couple Tsang Wai-bong and Kwan Pui-sin spoke about their situation after their two-month-old son Danny was born at home and taken into care. They said the visits would take place during an assessment period and would be limited to no more than one hour each week. The parents described three possible results from the Social Welfare Department review. If officials determine the couple poses an immediate threat, the department will seek a formal care order and place Danny in a facility with limited visit rights. If the department finds improved parenting capability, it may advise the court to require the couple to enter recognisance for proper care of Danny. Officials could also withdraw the care order if they conclude the parents have no major problems.
