Hong Kong expands after-school care scheme to 10,500 places

Hong Kong’s School-based After School Care Service Scheme has grown rapidly after the quota cap was lifted, reaching 10,500 places for low-income families. Staffing shortages, however, prevent some eligible families from accessing the service.

The scheme began in September 2023 with 59 institutions offering 2,915 places. It has since expanded to more than 200 institutions by June, following the removal of the quota cap in the 2025 Policy Address.

The government funds the programme through the Community Care Fund. Primary schools supply the premises while approved non-governmental organisations run daily operations. St James’ Settlement, one operator, has increased its school partnerships from six to 10.

Some mothers reported that the service allowed them to return to work after years of full-time caregiving. At the same time, manpower constraints at certain centres mean not every eligible family has secured a place.
