Following the ICC's February naming of eight officials as co-perpetrators with detained former president Rodrigo Duterte, human rights groups are demanding arrest warrants amid confirmed charges in the crimes against humanity case over anti-drug war killings.
The ICC Appeals Chamber and Pre-Trial Chamber I recently confirmed charges against Duterte, who is now held at the ICC Detention Center in The Hague.
The Philippine Coalition for the International Criminal Court (PCICC) emphasized, “Accountability must not stop with one individual,” urging prompt arrest warrants for the eight high-ranking co-perpetrators previously identified: Senators Ronald dela Rosa and Bong Go, former police chiefs Oscar Albayalde, Camilo Cascolan (deceased), and Vicente Danao, former NBI director Dante Gierran, former PDEA chief Isidro Lapeña, and former justice secretary Vitaliano Aguirre II. No formal charges have been publicly filed against them beyond Duterte.
Reports of an ICC arrest warrant against Dela Rosa—who has not attended Senate sessions since November 2025—remain unconfirmed by the court. The International Federation for Human Rights (FIDH) and Philippine Alliance of Human Rights Advocates (PAHRA) called for continued probes into senior Duterte officials and domestic accountability for lower-level perpetrators.
