Oversight is shared between the ILO and Ethiopia's Ministry of Labor and Skills.

Further efforts include fostering bilateral and multilateral partnerships while upgrading labour migration data systems. By addressing these areas, the program aims to promote more secure and structured migration opportunities, benefiting both migrants and the Ethiopian economy without introducing new risks.
