In his first term in the 19th Congress, he was part of the majority and a member of 11 committees, including two he vice-chaired: agriculture and sports, and youth and sports development. He also signed the impeachment complaint against Vice President Sara Duterte, one of 215 lawmakers.

In his second term in the 20th Congress, Nisay moved to the minority and serves as deputy minority leader, giving him ex-officio membership and voting powers in all committees. Pusong Pinoy's 2022 statement of contributions and expenditures declared P7.5 million in contributions, including P3 million from Nisay himself.
