Lacson: Marcos not spared from flood control scandal probe

Senate President Pro Tempore Panfilo Lacson said President Marcos will not be spared from the Senate probe into the multibillion-peso flood control scandal if evidence points to him. However, unsworn allegations against the president on social media hold no legal weight. Lacson is preparing a 'Chairman's Progress Report' to resume hearings.

In an interview on dzBB, Lacson said, "If the evidence points to the President, we can’t do anything about that."

He dismissed former congressman Zaldy Co's Facebook claims that kickbacks were delivered directly to the presidential residence. "Zaldy Co’s story has no evidentiary value because it was not said under oath," Lacson stated. He applied the same standard to former whistleblower Orly Guteza, who implicated Marcos but lacked corroboration.

To break the investigation deadlock, Lacson is preparing a "Chairman’s Progress Report" containing findings, visual aids, and evidence from eight hearings. It aims to aid the Department of Justice and Ombudsman, which informally requested a copy. "Rendering the chairman’s progress report is as good as sponsoring the partial report," he explained.

Once rendered, hearings can resume, with Lacson keen to summon former Speaker Martin Romualdez again.

Following his announcement earlier this week, Senator Panfilo “Ping” Lacson delivered a chairman’s progress report on the Senate blue ribbon committee’s flood control probe on May 5, 2026, despite failing to secure enough votes for formal filing. He cited the public’s urgent demand for transparency on the flood control scandal, with only seven senators signing the report.

The Supreme Court denied a temporary restraining order sought by three lawyers to preserve all versions of a Senate blue ribbon panel report on a flood control scandal involving lawmakers.
