TransSec forecasts over 5M daily passengers for Holy Week

Transportation Secretary Giovanni Lopez forecasts more than five million passengers per day during Holy Week amid ongoing preparations, including LTFRB's special bus permits.

MANILA, Philippines — "We have a large number of passengers because as we all know, it has been a tradition when it is Holy Week, we go to our provinces," Lopez said at a press briefing.

Of the projected volume, about three million passengers are expected at the Parañaque Integrated Terminal Exchange (PITX), 2.6 million through seaports, and around 150,000 at the Ninoy Aquino International Airport (NAIA). Despite fewer bus units due to rising fuel costs—following LTFRB's issuance of 1,297 special permits—Lopez assured there would be enough supply to meet demand.

He warned of possible longer waits or limited slots at seaports due to fuel constraints affecting vessels, advising travelers to book tickets early. Additional vessels have been positioned in Marinduque, Batangas, and Calapan to assist stranded passengers.

Rail operations for LRT-1, LRT-2, and MRT-3 will be suspended from Maundy Thursday to Easter Sunday for maintenance, while the EDSA Busway will remain operational. Meanwhile, government offices will implement a half-day work schedule today under Memorandum Circular 116 issued by Executive Secretary Ralph Recto.

Kapolri General Listyo Sigit Prabowo conducted direct inspections at Terminal Pulo Gebang and Stasiun Pasar Senen on Tuesday (23/12/2025) to ensure security and services for the Christmas 2025 and New Year 2026 mudik flow. He emphasized passenger safety as the top priority, including health checks for bus drivers. Meanwhile, airport authorities and police deployed personnel for smooth travel at Soekarno-Hatta International Airport.

The Land Transportation Franchising and Regulatory Board (LTFRB) has issued special permits to 1,297 buses to handle the expected surge in passengers during Holy Week. LTFRB Chairman Vigor Mendoza II said the move ensures enough vehicles as Filipinos travel to provinces for religious observances. Government agencies are preparing for increased traffic and passenger volumes.

The Philippine Coast Guard expects no major impact from the oil crisis and high living costs on Holy Week sea travelers, estimated at three million. PCG spokesperson Commodore Noemie Cayabyab said the effect would be minimal, similar to last year's numbers. Monitoring began on March 28 until April 5 under Oplan Byaheng Ayos Semana Santa 2026.

Following earlier holiday schedule changes and free rides for Christmas and New Year, LRT-2 and MRT-3 will offer free peak-hour rides on December 30, Rizal Day, as announced by transport authorities on December 27.

The Department of Transportation is preparing P3.5 billion in subsidies for free rides and fuel costs of public utility vehicles to counter rising oil prices due to Middle East tensions. This forms part of a two-pronged approach to ease the impact on commuters. The program is expected to launch soon after certification from the Department of Energy.
