PaintCare expands recycling program to 12 states

PaintCare has grown its paint stewardship system to 12 states and the District of Columbia after Maryland joined the network in April 2026.

The nonprofit, formed in 2009 by paint manufacturers, now manages about 85 million gallons of paint, stain and varnish. More than 70 million gallons arrived through neighborhood drop-off sites, with another three million gallons collected via more than 10,000 pickups for large-volume users. Maryland’s program requires that 90 percent of residents live within 15 miles of a collection site. A fee of 50 cents to $2.25 per container at the point of sale funds the operation. The system demonstrates extended producer responsibility by shifting end-of-life costs from taxpayers to product buyers. Earlier state programs in Illinois, which started in December 2025, and others have shown similar results. Leftover paint is mostly reprocessed into recycled-content paint, with some turned into construction materials in California.

California reached a 38.5 percent carpet recycling rate in 2024 through its extended producer responsibility program. New York will become the second state with such a mandate when its law takes effect in July 2026. The rest of the country continues to send most discarded carpet to landfills.

CalRecycle has selected Landbell USA to administer California's Responsible Textile Recovery Act, marking the first US law holding clothing producers accountable for waste. The program starts on February 27, 2026, with requirements phasing in through 2030. Brands selling clothes and household textiles in the state will fund collection and processing.

The Environmental Protection Agency is moving to transfer oversight of toxic coal ash ponds to state regulators under the Trump administration. The change would expand authority already held by five states and potentially weaken federal protections established in 2015. Critics warn that reduced state funding could leave communities vulnerable to groundwater contamination.
