Petro orders probe into ISA subcontracts in Peru

President Gustavo Petro instructed Minister Edwin Palma to immediately investigate ISA's subcontracts in Peru.

The Colombian president stated that these operations could be benefiting campaign funders of Mayor Federico Gutiérrez and candidate Abelardo De La Espriella. According to Petro, foreign-origin funds received by ISA in Peru would violate Colombian law if they reach those groups.

The president linked the case to former ISA president Juan Emilio Posada and claimed that subcontracts now favor firms such as Cobra and the Vieira Mejía brothers after Jorge Andrés Carrillo left the post. He cited two one-billion-dollar contracts awarded under Carrillo.

Petro asked Palma to suspend foreign subcontracting processes and said the matter amounts to a crime against suffrage. The announcement was made on May 23, 2026.
