The National Prosecutor's Office announced on Monday an ex officio investigation into the entry of Haitian children to Chile in 2025 through family reunification. Former National Migration Service director Luis Eduardo Thayer defended measures taken during his tenure.
The National Prosecutor's Office opened an investigation to determine whether crimes occurred in the entry of Haitian minors during 2025 through charter flights. The background comes from a preliminary report by the Comptroller General of the Republic that has not yet concluded.
Luis Eduardo Thayer, former director of the National Migration Service, stated on Radio Duna that in March 2023 he filed a complaint with the Public Ministry against airlines for sending minors without complete documentation. He indicated that in July 2025 he requested the DGAC to cancel operations of three airlines and suspended the processing of residences.
Deputies from Renovación Nacional, led by Ximena Ossandón and Eduardo Durán, requested the Comptroller to open an administrative summary in the PDI for failing to provide detailed information in response to an April 2025 request. National Prosecutor Ángel Valencia noted that the new investigation was assigned to the same team investigating similar events since 2024.
Interior Undersecretary Máximo Pavez announced that since May 6 a new protocol has been in force requiring parental authorization for the entry of unaccompanied minors.
