Suspended Tshwane police director denies role in irregular R2.9bn tender

Suspended Tshwane Metropolitan Police Department director Tshukudu Malatji denied involvement in alleged tender irregularities worth R2.9 billion during testimony at the Madlanga Commission on 9 April. Inspector Alfred Phiri allegedly issued unauthorised deployment letters under Malatji's division, while 50 bid documents went missing from the Bid Evaluation Committee, of which Malatji was a member.

Malatji rejected complicity, stating: “I did not generate or create the purchases for Gubis 85 Solutions for ad hoc security services. I am unaware that Gubis 85 Solutions (Pty) Ltd received multiple allocations.” He denied delegating authority or knowing of a 2021 court order by Justice Malop Setosa to proceed with the tender.

Commissioner Baloyi held Malatji responsible for a R14 million expense from unauthorised services, calling it gross negligence. “You should take full responsibility for that expense, because it was well within your powers to avoid it,” Baloyi said. Malatji's testimony concluded, with a new witness scheduled for Friday.
