Sent on Thursday, December 11, 2025, the note of repudiation was addressed to Minister Guilherme Boulos of the General Secretariat of the Presidency.

The main point of contention is the restriction to just three representatives from union centrals in the body, which totals 10 seats for organizations and entities representing app delivery workers, plus these three. According to the note, this limitation represents an 'unacceptable institutional distortion,' as the Ministry of Labor and Employment recognizes six national union centrals, all legitimate to represent Brazilian workers.

The entity argues that the measure disrespects the constitutional principle of union representation, denies the breadth of the centrals, breaks isonomy between recognized entities, and creates arbitrary differentiations. 'Limiting the number of centrals is excluding part of the working class from the policy formulation process,' the text states. It also highlights that each central covers distinct categories, regions, and sectors, so exclusion means silencing entire segments of the working class.

The ordinance, per Força Sindical, favors informal groups over legally constituted entities, creating a 'fragile, unbalanced institutional environment without real representation guarantees.' The note requests suspension of the current GT composition effects until correction of these distortions, advocating for full inclusion of all centrals for complete representation.
