University of Camagüey implements solar system with European support

The University of Camagüey (UC) is enhancing its energy resilience through the PULSE-C project, an international partnership installing solar panels and storage systems in critical facilities. Dr. Eduardo Sierra Gil announced this during a recent Board of Directors meeting. The initiative is part of the European Union's ERASMUS+ program.

In Camagüey, the University of Camagüey benefits from the PULSE-C collaboration linking Belgium, the Netherlands, Spain, and Cuba, involving five national universities and the Ministry of Higher Education (MES). Coordinated in Cuba by the Central University “Marta Abreu” de Las Villas (UCLV), the four-year project supports the Dual Transition—energy and digital—in Cuban higher education.

Dr. Eduardo Sierra Gil, Director of Science, Technology, and Innovation at UC, stated: "At the University of Camagüey, we will work on the energy security of vital facilities such as the Electroenergetics Testing Laboratory (LEPEL) and the Data Hub. With the installation of solar panels and storage systems, we are ensuring service continuity in the event of any power outage."

The setup will enable renewable-powered operations, reduce environmental impact, and act as a teaching model for students. Sierra Gil added: "This is an example of how international cooperation, aligned with national priorities, accelerates institutional resilience. It's not just about solar panels; it's about ensuring our university remains a pillar of stability, even in times of crisis."

Backed by the European Education and Culture Executive Agency (EACEA) and the Flemish Interuniversity Council (VLIR-UOS), the project underscores higher education's role in fostering sustainable, self-sufficient universities.

Cuba's National Electric Union (UNE) is installing 5000 2 kW photovoltaic systems donated by China to diversify the energy matrix and ensure essential services amid the energy crisis. Of these, 2671 are allocated to vital centers across all municipalities, with the remainder going to isolated homes. Project head Elena Maidelín Ortiz Fernández emphasizes that the systems offer energy security during critical outages.

Cuban officials outlined on Mesa Redonda measures to counter the intensified U.S. energy blockade, which has blocked fuel shipments for over three months. First Deputy Minister of Energy and Mines Argelio Jesús Abad Vigoa stated that over 1,400 MW of installed capacity remains idle due to lack of crude oil. Progress includes domestic production, renewables, and restorations to stabilize the grid.

Colombia’s Mines and Energy Minister Edwin Palma defended his handling of the Air-e financial crisis—ongoing since early 2026 with $1.6 trillion in debts—and announced key steps: a targeted $8/kWh surcharge on high-income users, a Creg proposal for more energy contracting ahead of El Niño, and calls for structural reforms in the Caribbean region's electricity sector.

The Ministry for Ecological Transition will approve two extraordinary credits worth 220 and 450 million euros to offset the 80% cut in fees for electrointensive industry and the suspension of the 7% IVPEE tax in 2026. These measures are part of the Real Decreto Ley approved by the Council of Ministers on Friday, published in the BOE on Saturday, and effective from Sunday.

Cuba has begun restoring power following a nationwide grid collapse on Saturday evening—the second total blackout in less than a week and third major outage this month—affecting around 10 million people after a major power plant in Nuevitas failed. Officials established microgrids for essential services amid chronic fuel shortages and grid unreliability.
