EPRA raids illegal fuel siphoning site near Nairobi KPC depots

The Energy and Petroleum Regulatory Authority (EPRA) raided an illegal petroleum-siphoning site in Nairobi's Industrial Area on Friday, seizing about 800 litres of fuel and equipment. No suspects were arrested as they fled upon tip-off. A manhunt is underway.

On Friday, EPRA's surveillance and enforcement team, in collaboration with the Energy Police Unit, raided an open-air illegal petroleum-siphoning site at Nadume Road off Lunga-Lunga Road in Nairobi County's Industrial Area.

"Today, our ever hawk-eyed surveillance & enforcement team, in collaboration with the Energy Police Unit, raided an open-air illegal petroleum-siphoning site located at Nadume road off Lunga Lunga road at Industrial area in Nairobi County," EPRA said in a statement.

Officers seized approximately 800 litres of syphoned fuel along with equipment used in the operation, including rubber pipes, drums, an aluminium container, and 20-litre jerrycans.

The suspects fled after receiving a tip-off from informers, evading arrest. "The site has been secured as the hunt for the culprits intensifies," EPRA stated. The location is near Kenya Pipeline Company (KPC) storage facilities, a key node for fuel distribution in Nairobi and East Africa.

The bust comes amid an ongoing fuel contamination saga involving substandard petrol in the market.

Energy and Petroleum Regulatory Authority Director General Daniel Kiptoo, Kenya Pipeline Company Managing Director Joe Sang, and Petroleum Principal Secretary Mohamed Liban have resigned after arrests linked to a Ksh4 billion fuel scandal. Officials allegedly manipulated stock data to enable irregular procurement outside the government-to-government agreement. President William Ruto's office called the deal a blatant breach involving substandard fuel.

Former Petroleum PS Mohamed Liban, ex-KPC MD Joe Sang, and former EPRA DG Daniel Kiptoo were released on police bail on April 6, 2026, days after their arrests and resignations in the Ksh4.8 billion irregular fuel importation scandal. Their lawyers denied wrongdoing, citing National Security Council recommendations, as the government moves to recover losses from importers.

Energy Cabinet Secretary Opiyo Wandayi has claimed President William Ruto directed EPRA to keep kerosene prices unchanged despite petrol and diesel hikes. The move aims to protect low-income households. The government also introduced a Ksh6.2 billion fuel subsidy and cut VAT on fuel.

Two employees of a fuel station in Mojo town, Oromia region, have been sentenced to imprisonment and fines for illegally dispensing fuel. The workers, Adis Mulgeta and Haregweine Dag from the Ola fuel station, faced charges for endangering the fuel distribution system. The court also ordered the seized fuel to become government revenue.

Hong Kong authorities have launched 18 joint operations this year against illicit refuelling stations amid an ongoing oil crisis triggered by the US-Israel war with Iran. Customs chief Chan Tsz-tat noted the practice has become more common in urban areas following a surge in complaints earlier this year, though it remains not widespread locally.
