Alexander Sabar warns Cloudflare with 14-day deadline

Kemkomdigi Director General Alexander Sabar urges Cloudflare to cooperate in combating online gambling sites that heavily rely on its infrastructure. Data sampling shows over 76 percent of such sites use Cloudflare's services. The company has 14 days to register as a PSE or face sanctions.

Jakarta, November 19, 2025 – Kemkomdigi Director General Alexander Sabar noted that most online gambling sites handled use Cloudflare's infrastructure. From a sample of 10,000 such sites on November 1-2, 2025, over 76 percent rely on Cloudflare for IP address masking and rapid domain switching to evade blocks.

"Cloudflare should be able to cooperate. (It should) not accept all content delivery network service requests. If it harms Indonesia, don't accept it. This is the context of moderation; it should filter," Alexander said in Jakarta on that Wednesday.

Cloudflare is one of 25 Electronic System Operators (PSE) not yet registered under Minister of Communication and Informatics Regulation No. 5 of 2020 on Private Scope PSE. Kemkomdigi has conveyed these findings to the company and summoned it for clarification and registration commitment. It has 14 working days to comply, or face administrative sanctions including access suspension per Article 7 of the regulation.

This draws from Law No. 11 of 2008 on Electronic Information and Transactions, Government Regulation No. 71 of 2019 (Article 96), and Kominfo Regulation 5/2020. Alexander stressed PSE registration is key for digital sovereignty and public protection. "PSE registration is not just administrative but a vital instrument to ensure Indonesia's digital sovereignty and protect society in a healthy, responsible digital ecosystem," he stated.

Given many websites depend on Cloudflare, Alexander advised users to seek alternatives if access is cut. "By giving this warning, at least those using Cloudflare must seek other alternatives," he said. He affirmed collaboration is open for global platforms showing good faith. “We are open and always ready to cooperate, but compliance with regulations and laws remains the red line. Keeping Indonesia's digital space clean and safe is a shared responsibility,” Alexander emphasized.
