Francis Atwoli, Secretary General of the Central Organization of Trade Unions (COTU), issued a statement on social media on Tuesday, December 16, 2025, urging Kenyans to support the National Infrastructure Fund. According to Atwoli, the fund is essential to address the increasing number of road accidents that could be prevented with improved infrastructure.

"Kenya urgently needs the National Infrastructure Fund to prevent such avoidable tragedies," Atwoli wrote.

He criticized opponents planning to challenge the fund in court, stating, "It is unfortunate that some primitive individuals are opposed to the initiative and are even planning to challenge it in court."

These accidents, he noted, cause traffic jams that disconnect Nairobi from parts of Western Kenya due to road damage and poor infrastructure.

The Infrastructure Fund was approved by the Cabinet on Monday, December 15, 2025, as a limited liability company to mobilize and deploy capital into nationwide projects. Key initiatives include dualing the Muthaiga-Kiambu-Ndumberi road and building a 60-kilometer expressway from Nairobi to Thika in Kiambu County, among others.

However, Kiharu MP Ndindi Nyoro has opposed it, arguing the government must account for over Ksh 4 trillion borrowed since 2022 before launching the fund and clarifying its oversight. The National Infrastructure Fund bill now awaits parliamentary debate and decision.
