The Partido Popular has asked National Court Judge Santiago Pedraz to summon Guardia Civil Director General Mercedes González, Deputy Operational Director Manuel Llamas and former Director Leonardo Marcos as investigated persons.
The popular accusation filed by the PP claims that González maintained a personal and repeated relationship with Leire Díez, including at least three in-person meetings and instant messaging contacts after taking office on 17 September 2024. According to the document, these interactions coincide with internal administrative measures against the Guardia Civil's Central Operative Unit.
The PP details chronological milestones from May 2025, such as WhatsApp messages between González and Díez on 10 and 11 May, and a meeting by the DAO with the head of the Weapons, Explosives and Security Headquarters to investigate alleged leaks. It adds that UCO commanders stated that the reserved information actions against the unit were exceptional and attempts at intimidation.
The PP argues that the facts could constitute crimes of prevarication, obstruction of justice and professional disloyalty. González denied in the Senate on 16 June having participated in any plot against the UCO.
