Interim chancellor Patricio Torres informed the Senate about irregularities at Chile's consulate in Haiti and the measures taken after the consul's departure in 2025.
During a special Senate session on Haitian minors, Torres outlined the timeline of events. Ambassador Manuel Rioseco raised alarms in March 2025 about delays and disorder in consular work. In September serious issues with legalizations were detected and in October an administrative inquiry was launched along with a complaint to the prosecutor's office.
Consul Rafael du Monceau returned to Chile on November 1 2025 and was reassigned to the Directorate of European Affairs. On June 19 2026 two professionals arrived in Port-au-Prince and the next day Ambassador Marcos Aguayo was appointed on a special mission.
Aguayo will review consular procedures to reformulate them. Torres stated that the consulate reopening must be done more securely to avoid prior problems.
