The evidence relates to requests for blue lights on a private vehicle and advice on wording Memorandums of Understanding, amid corruption allegations.
The Madlanga Commission of Inquiry in Pretoria heard evidence on April 16, 2026, implicating suspended Ekurhuleni Metro Police Department (EMPD) Deputy Chief Julius Mkhwanazi in the ongoing 'blue light saga' probe. This follows earlier testimony from suspended EMPD chief Jabulani Mapiyeye in November 2025, who described a fraudulent MOU signed by Mkhwanazi granting Matlala's CAT VIP Protection Services unlawful access to EMPD resources.
Businessman Mike van Wyk, linked to Matlala through Medicare24, sent recordings to Mkhwanazi requesting blue and red lights for his personal vehicle and EMPD markings on a bakkie.
In one audio, van Wyk said: “Would I be able to put blue and red lights in? … Can we put EMPD at the back of the bakkie? Will you find out for me, please? I’ll really appreciate it.” A video showed van Wyk fanning himself with cash, stating: “Hey Julius, I hope you have a warm day like we have here... I’m going to spend this money neh. Please tell me where we’re going.”
Evidence leader Advocate Mahlape Sello presented text messages showing van Wyk advising Mkhwanazi on drafting MOUs for ongoing relationships between EMPD and entities including Medicare24, Anubis, and CAT VIP. Sello noted identical letters, differing only in company names and vehicle details.
Mkhwanazi maintained he did not discuss money, saying van Wyk raised it, and used terms like “salute” in messages. He claimed ignorance of the money video and stated van Wyk does not disburse funds, with talks relating to services.
Mkhwanazi is scheduled to return to the commission at a later announced date.
