The city of Matsumoto may introduce a fee for visitors to Kamikochi as early as fiscal 2028 to fund conservation and disaster measures amid rising visitor numbers.
Matsumoto city in Nagano Prefecture is considering a visitor fee for Kamikochi, part of Chubu Sangaku National Park. The measure aims to address growing pressures from tourism, including environmental damage and accidents.
Visitor numbers reached about 1.66 million in 2025. Foreign overnight stays topped 20,000, double the 2017 level. A study group proposed the fee in March, suggesting 1,000 to 2,000 yen per person.
A survey last October found 94 percent support among respondents. Collection could occur at the bus terminal, with future smartphone payment options. The city official noted the need to calculate required funding.
