Propacífico presents municipal development index with limited progress in 57% of municipalities

Propacífico presented its Municipal Sustainable Development Index, assessing progress in Colombia's 1,103 municipalities across 75 SDG indicators. Despite national improvements, 57% remain in intermediate ranges. Highlighted municipalities were awarded at a forum.

Propacífico launched a new edition of the Municipal Sustainable Development Index at the forum “Desarrollo Territorial: Alianzas que marcan la diferencia”, organized with the Consejo Privado de Competitividad, Pacto Global Red Colombia, Plataforma Multiactor ODS Colombia, and Probogotá. The index measures 75 indicators across 14 of the 17 Sustainable Development Goals (SDGs), grouped into 30 subcategories.

From 2023 to 2025, municipalities in high performance levels rose from 397 to 421. Yet, 57% of territories (639 municipalities) remain in intermediate ranges. María Isabel Ulloa, Propacífico's executive director, stated the measurement, started in 2020, "ha permitido identificar tanto avances relevantes como desigualdades persistentes entre regiones".

Greatest progress appears in education and institutional strengthening, with gains in school retention and post-pandemic return. Municipalities with business dynamism show better outcomes in poverty reduction, public services, and economic growth.

Caracolí, Antioquia, led national advances with a 14.5-point rise (from 59.0 to 73.5) and 884 positions. Ciénaga, Magdalena, stood out among intermediate cities. Soatá, Boyacá, excelled in education (SDG 4), and Cogua, Cundinamarca, cut school dropout from 4.87% to 1.71%. Dagua, Valle del Cauca, topped rural Zomac with 75.4/100, while Soacha, Cundinamarca, boosted territorial revenue per capita by 59%.
