Rotating brownouts expose grid dependence risks, analysts say

Rotating blackouts hit Luzon and the Visayas this week, revealing heavy reliance on a few major power plants and transmission lines. The National Grid Corp. of the Philippines raised red and yellow alerts on May 13 and 14 amid insufficient supply. Analysts from the Institute for Climate and Sustainable Cities warned that disruptions in shared facilities can cascade into wider shortages.

The outages began after the 500-kilovolt Dasmariñas-Ilijan line tripped at 4:48 a.m. and the 500-kV Tayabas-Ilijan line followed at 6:39 a.m. on May 14. These failures disconnected nearly 2,500 MW, including Ilijan 1 and 2 plants and EERI Units 1, 2 and 3, all LNG facilities.

Available capacity in Luzon dropped to 12,447 MW from a forecast of 16,975 MW. The Visayas grid faced possible outages of up to seven hours in 32 areas. Luzon, including Metro Manila, saw hour-long outages in nine areas.

ICSC Chief Data Scientist Jephraim Manansala said reserves should account for shared infrastructure like LNG terminals rather than single plants. The group called for more renewable energy, battery storage and fast-ramping capacity to reduce grid risks.

NGCP reported 17 plants on forced outage in Luzon since March and similar issues in the Visayas, leaving 4,242.5 MW unavailable. High heat indexes above 42 degrees Celsius added pressure on demand.

A total of 425 out of 14,485 gas stations nationwide were temporarily closed as of March 27 due to the fuel crisis triggered by the Iran war, according to the Philippine National Police. The Cordillera Administrative Region recorded the highest number at 79, while President Ferdinand Marcos Jr. declared a national energy emergency.

Nelson Mandela Bay has been hit by its third major power outage in recent months, following collapses in August 2024 and January 2026. A transmission pylon on the Chelsea-Arlington-Walmer-Summerstrand line fell due to gale-force winds, leaving large parts of Gqeberha without electricity for up to 21 days.

A surge in demand for solar installations in the Philippines has overwhelmed the local industry, leading installers to reject clients or impose longer waits due to low supply from China. The rush stems from fears of fuel price spikes after the US and Israel's attack on Iran closed the Strait of Hormuz. Installers report clients now eagerly seeking solar for energy security.

One year after the April 28, 2025, blackout that paralyzed power for 36 million consumers across Spain, Portugal, and parts of France, Spain's CNMC has escalated sanctions against Red Eléctrica and utilities including Endesa, Iberdrola, and Naturgy. Reinforced grid operations have spiked electricity costs, yet no structural reforms or political accountability have emerged.

In Holguín, Cuba, scheduled power outages force residents to plan their days around electricity availability. Lien Estrada describes how these cuts, lasting up to six hours, dictate when people can work, connect online, or perform essential tasks. Despite the challenges, she maintains hope for change.

A frontal system brought uneven rainfall to the Santiago region on Wednesday, with accumulations ranging from under 1 mm to over 23 mm, plus power cuts that hit nearly 47,000 customers.

The Nelson Mandela Bay metro has not allocated budget for repairing rusted electricity pylons despite warnings that they have exceeded their design life. This inaction raises fears of another blackout that could severely impact the local economy. Political figures are urging immediate action to prevent further disruptions.
